Although I don't agree with the list, Belgium sounds like a considerate country - I now suspect Ascona's bizarre collection of possessions were probably government handouts.

8. Belgium

International Living says: "Ringed with parks, Brussels is Europe's greenest capital. The municipality not only sterilizes stray cats, it appoints someone to feed them. Its main library offers storytelling in sign language for deaf children. And disadvantaged citizens can attend cultural events at hefty discounts."

I'd also like to see the cost of living breakdown, considering Sydney and Melbourne were just rated the 2nd and 3rd least affordable cities in the world. Behind Vancouver.

france, italy and switserland made a big fuss and hassled me over my car when i drove through their countries last summer...

italy was the worst... they even got police involved... and drug searching, and car checking, anything just trying to nail me ...
